if you have a menu bar of a toolbar visible just right click on the line and select the toolbar.
If neither is present pressing F10 will make the menu bar appear so you can right click on a empty part of it.
Otherwise pressing ALY makes the menu bar appear and you can use it to navigate the the menu item as shown.
Note F10 makes the menu appear and stay a while until you click on it. Alt makes it appear only while you hold the lat key so Alt+V will open the view menu
