I have not received a response

my email account does not work. I can not receive email. when the code is sent I can not see it. the code needs to be sent to my cell phone.

If you are setting up a Mozilla Account, you need a working email address that doesn't block messages from Mozilla. If your regular email provider isn't suitable, you can create a new account with Google, Microsoft, Yahoo, or another provider.
