On new HP laptop with Windows 7 unable to use shortcuts on desktop to go to web sites. Is Microsoft preventing this? It works with IE

On my older pcs I am able to open a website by entering the web address in the Run statement or by using a shortcut on the desktop. Since I was primarily using Firefox for my browser, I am unable to use this technique. Therefore I had to switch to using the IE browser. IE lets you drag the icon to the left of the address window to the desktop to set up a shortcut. When I use the same method with Firefox and then open the shortcut it returns an error saying that it can't find the application.
