pop up windows won't open unless I push the control button and "block pop up windows" isn't checked

Just added Firefox 4 and now pop up windows (ex: in Blogger) will only open if I push the Control button first. "Block pop up windows" isn't checked, and when it was it wouldn't allow the Exceptions window to open either.
