The OS can store the "%user%" folder and the folders within pretty much anywhere, you just have to tell the system where it is, either by right clicking the folder and going to the "Location" tab before selecting a new location and clicking "Yes" when it asks if you want to copy the files, or manually copying the files and changing the path through the registry. Additionally, most programs can be installed to any drive these days, so your last sentence is particularly incorrect. Additionally, you can create, rename, and change where a Firefox profile is stored through the "about:profiles" address line within Firefox.
