This was a mix of two things, invalid installation for Firefox; in fact I didn't notice when I ran the installer I was just refreshing my installation. Also unbeknownst to me at the time the drive I was installing to was starting to show signs of crashing/corruption, so after uninstalling and reinstalling to a new drive all problems have been alleviated.

I've installed the enterprise version of Firefox, it sounded more secure than standard.

Thank you both for assistance. This was a weird, strange trip through user error and hardware degradation.

After completing all the steps from running malware scanners to doing dism/scannow a few things happened;

1.) Tracking adware cookies were found and one pup was found.
2.) sfc /scannow found one corrupted file and replaced it; dism had no issue.
3.) After doing a hard reboot my computer has loaded up faster, but Firefox still does not load.

I've been launching firefox for a bit now, hoping it pops up with the crash report window so I can submit another crash report. Alas, no luck.
