CORS and "Save Page As" functionality

A lot of websites are using some sort of API for their front-end, which usually have a CORS restriction, If a page is saved and opened locally, it usually does no longer satisfy CORS requirements and functionality which is based on external API is broken. How does this limitation is supposed to be resolved from the point of view of generic user? I know about the ways to disable CORS in browsers like extensions, command line parameters, proxies, etc, but those are a workarounds, there should be a supposed way to use one browser feature without breaking or disabling another, right? If its not present yet, is it planned to be added or is CORS supposed to always take precedence over how user wants to view a web page?
