I have passwords saved on my PC (without an account). If I sign in with a Firefox account and then sign out, will the passwords that were saved on the PC still be available?

Yes, disconnecting Sync doesn't affect personal data on your computer. If you would reconnect to Sync then changes made while not connected will be uploaded to the Sync server and changes made on other connected devices will be merged with the data on your computer, so be cautious not to remove important data on other devices.
