Firefox for desktop Windows, Mac OSX, and Linux is completely free to download from www.mozilla.org/firefox/all/ and to use.

You can even download the source of a version and build it yourself which is how third-party builds of Firefox have existed over the years.

Firefox for Android and for iOS devices are also completely free to install and use with no charges for any reason.

As you can see all Releases of Firefox are listed in http://archive.mozilla.org/pub/firefox/releases/ since it was called Firefox as of 0.8 Release.

Also note Mozilla does not charge for any support services so if you find anything that charges for support by phone or chat then it was not endorsed by Mozilla. https://support.mozilla.org/en-US/kb/avoid-and-report-mozilla-tech-support-scams

Any particular reason why you thought there would be charges to download or use Firefox? as you appears to be posting with Firefox 61 on Windows 10 to post this thread.

There is No Charge for any Mozilla program. They have always been free.
