Is there please any way that I can disable the download dialog completely?
I don't mean just block downloads behind a password like Public Fox does. I want to completely disable the download dialog from even appearing ever.

I think there are add-ons that will do this. But running Firefox in Safe Mode would disable that.
Why do you need this blocked?
There are child protection programs that might help you. Many are free.
