List of printers is unstable. How do I investigate?

In Thunderbird, on any message, select Print, the print dialog opens. The list of printers constantly updates, with one printer appearing and disappearing at least once a second, but it doesn't seem regular. I took a video using RecordMyDesktop, but could not upload it, two stills from the video are included. OS: Ubuntu 16.04.01 LTS Thunderbird Version: 1:45.2.0+build1-0ubuntu0.16.04.1 but also present in earlier version(s): when first reported by my user, I assumed this was a CUPS problem. It was only after upgrading from Ubuntu 14.04 that I looked closely. The issue does not affect Firefox, Libre Office or other applications. Restarting cups and cups-browsed has no effect. I checked on a second machine, same OS and Thunderbird, and found the same. Therefore I think this is a Thunderbird problem.

A single printer appears and disappears: Constable (location orca.yuikee.com.hk). This (and all the printers below it) is one of my network printers and the location is correct. The printer above it has almost the same name (constable, all lower case), and does not have a location listed. Is Constable getting removed from the list because of a case-insensitive name match? Where does the name constable come from? - I checked the Config Editor and searched the settings for constable with no result.

The printers appear to be named after Asian butterflies, so Constable is consistent with the other names. I suspect that the two versions with different case referring to the same physical printer is significant here.

@Zenos, "The printers appear to be named after Asian butterflies" - Correct, specifically Hong Kong butterflies, and the computers (e.g. orca) are named after other animals, but I'm assuming my naming conventions aren't causing this ;-) I agree that the two versions with different case looks significant, I'm guessing the names are being found by different mechanisms, and somehow Thunderbird is getting confused about whether they are the same or not, but I don't know the underlying mechanisms.

Additional information: I checked the configuration of the printer, Constable, and found that when I disabled the IPP protocol, the problem disappeared. My CUPS server is using Raw/JetDirect (port 9100) to communicate with the printer, so disabling IPP is no problem and an acceptable workaround.

Thanks for the feedback. Helpful to all of us who use CUPS and maybe, like me, are often baffled by the plethora of protocols it exposes. ;-)
