Can I add a second bookmarks toolbar
I've used up the space on my bookmarks toolbar, even with shortening the "properties" of each title that shows up on the toolbar. How can I create a second bookmarks toolbar under the first?

There isn't a built-in way to do that.
One option is to create some folders on the bar and move bookmarks into them either based on categories or frequency of use.
There are some add-ons to allow a second row of the bar. For example:
