I've been trying to download files from this site that auto places the .zip file, but won't even open it.

This message would indicate that you type a link that starts with beamng: in the location/address bar or otherwise try to open such a link.
Are you using a specific link in the location/address bar or do you click a link on a web page?
Can you post a link to a publicly accessible page (i.e. no authentication or signing on required)?
The link without a login only has a download, while having an account allows you to have an install, which is the one that isn't working.

If you click the Download button then you can save the ZIP archive to your computer (e.g. Desktop) and extract the file to a folder on your computer.
If this is a 32 bit application then you can create a folder in this location and extract the files to that folder.

The problem is that the Install isn't working, not the download.
Installing this application would normally not give such an error message, but you may have to start that program after having extracted the files and check the Options/Preferences in that program to configure the program register that protocol.
