downloads won't start

I have been trying to download Simple Sticky Notes to my computer. I am using Windows 8. I have added download.com to allowed sites in the Security tab. When I click on the down arrow to retrieve the downloaded file, I see it there but it will not open. I have downloaded the file many times and it will not open.
