The Firefox start page from Firefox 4-30 is an internal page you can open by typing about:home in the address bar and pressing Enter.

Is that what you're looking for? It's not on the web, it's actually stored in Firefox, so I'm not sure it will be useful elsewhere on Windows.

Sorry, it's not on the internet, there's no way to open it from Internet Explorer.

Since the built-in Firefox home page is mostly a big Google search box, maybe make your IE home page:

https://www.google.com/
