When I try to install adblock plus from the Add-Ons screen it has a little icon that says "no restart" but after installation it requires a restart.

I don't know why a "restartless" add-on would require you to restart for an older version of Firefox. Please note, however, that restart simply means to exit and start Firefox, and the installer provides a link to do it, and Firefox tries to restore the tabs you had open when you did it. This is completely different than a "reset" which you might use when your Firefox runs into severe problems.
