How do I set the order of Tab Groups?

I use Tab Groups to keep pairs of edit/preview pages for multiple projects. This lets me work on any one of many pages in a control panel, and hit ctrl+` exactly once to see the live page.

The trouble is when I add or remove Tab Groups, this order is not preserved. I would expect it to be ordered like panels in a comic book, so that moving panels would correspond to their sequence in the ctrl+` cycle.

If it does, I haven't figured out the rhyme or reason of it. Now, in fact (probably unrelated), one group is excepted from this cycle, though it appears in Panorama.
