If you have Windows 32 (not x64) and want Firefox 3.6.3 with English American language, here are links to download it.

Firefox is cross OS as in for Windows, Mac OSX and Linux (and other OS's) as it is not a IE shell or requires IE in order to run on Windows. On Windows it is even possible to run Firefox off a flash drive to show it is a separate application.
