SMTP (Outgoing Mail Server) HOSTNAME smtp-mail.outlook.com

The correct outgoing server is smtp.office365.com. Manually adjust your settings. Authentication type must be OAuth2 for both, incoming, and outgoing server.

Also make sure cookies are allowed in Thunderbird. Do not use a VPN while attempting to authenticate. If you do run a local web server, shut it down while attempting to authenticate.
