HTML links not working in Firefox

Can you tell me why these links will work in Chrome, Edge, etc; but not in Firefox? They are used for navigation on our website and our customers using Firefox are the only ones having issues. The links are not clickable for them.

Can you paste this code on https://jsfiddle.net/ ?

I just tried it and yes, the links are clickable there.

Hmm, it may be simpler to place the id attribute in the target heading instead of trying to wrap the heading with a link.

Maybe there is a style rule or script in your live site that causes a difference in behavior from the simple test case.
