Is there a way to prevent websites from changing the URL as I simply scroll down a page?

For instance, it happens on sites that use Discourse for forums. I end up bookmarking the wrong URL if I forget to scroll back to the top of the page.

I can't find an addon (like Neat URL) that does anything like this, so I wondered if there was anything in about:config or such that might.
