With HTTPS-Only Mode enabled, Firefox should offer to access the website via the HTTP protocol if Firefox detects that no secure connection is possible.

Do you possibly have extensions that can force a secure connection ?

You can check the SiteSecurityServiceState.txt file in the profile folder for references.

You can use the button on the "Help -> Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page.
