That should work without problems.
You need a custom install of the second version and you need a separate profile for each version.
You can use Sync to sync personal data.
You can also use the same Firefox version and create a second profile folder and install the Chinese language pack in this profile.

You can create a new profile as a quick test to see if your current profile is causing the problem.

Will the browsing history and bookmarks of these two versions be synchronized?
Bookmarks will Sync completely, with a few exceptions with regards to the Bookmarks Toolbar folder in some cases and maybe slight differences elsewhere; but usually not an issue with a new installation as you will be doing.
One bit of advice is to disconnect from the Sync server when you reorganize a collection of bookmarks; they will re-sync better / faster when completing reorganization when re-connecting that device to Sync. And even when Sync is used between Profiles on that same computer / device each Profile will be identified by each Profile separately, as if they are on different devices.

Browsing History won't keep synchronizing forever as the data gets older, but the "dates" of older history not going thru Sync is variable and probably particular to the device / hardware involved. And as long as you don't clear Browsing History each device will retain its own Browsing History.
If you do not need both language versions at the same time then you can simply switch the language for the user interface via Options/Preferences and restart Firefox.
Note that there are restrictions for syncing history.
- Synced tabs expire in 366 days.
- Synced history expires in 60 days.
- New history is only uploaded for the last 30 days.
