DNS over HTTPS stops working after disabling HTTP 2

Hi, I tested the DoH in the firefox browsers on Windows (77.0.1 (64-bit)) and noticed, that the browser does not use DoH with disabled HTTP 2 in about:config. Why? The Linux version of Firefox (74.0 (64-bit)) behaves correctly.

The browser actually tries the canary DoH query to Cloudflare for example.com via HTTP 1.1 protocol. But even after receiving DoH response, it does not use it a continue with classical DNS...

Do I something wrong, or it is really impossible to use DoH with HTTP 1.1 on newer versions of Firefox?
