I don't know why Sync would override folder changes in the middle of the folder selection process, but if anyone experiencing this issue uses Sync, that is a potential culprit to consider.

Hmm, mine always selects "Other Bookmarks" in the drop-down when clicking the star in the address bar or when using Ctrl+D ("Bookmark This Page" shortcut on Windows).

Mine does that to, but the most annoying part is when I change from "other bookmarks" to "bookmark menu", it automatically changes to the most recently used sub-folder in the bookmark menu. I can change to a different sub-folder, but unless I manage to click OK/save within 2-3 seconds of that, it keeps jumping back to the first sub-folder.

Actually, to be more precise, after some more troubleshooting, I've found that the folder it jumps back to is always the last chosen from the "full" menu. That is, choosing one among the "recent folders" and saving within the "timeout period", before it reverts to the "default" folder, still doesn't change the preferred folder next time the dialogue box is opened.

Just click on the name field right away. Then, the editor will display long enough for you to select a folder and decide to Save.

A work around I found is in the bookmark editor to use the arrow next to folder to "Show all the bookmarks folders" and select the folder you want off the big list. It's definitely a problem with the bookmark editor that suddenly appeared with the last update.
