If you still have access to your old laptop, the easiest option is to pull your Firefox data from that computer. See Back up and restore information in Firefox profiles.

If not, did you reset your Firefox Account password at some point? Doing that erases the data from Firefox Sync. So, if you have to reset your password in order to log into your new laptop, that could explain why nothing as synced over.

If that's not it, sometimes rebooting your computer can help. If there's a lot of data to sync, Firefox Sync sometimes seems to get stuck (especially when you first sign in).

Hope this helps.

Unfortunately, resetting the password does indeed mean that the Firefox Sync data is gone. The data is encrypted using your account password, so resetting your Firefox Account password makes it impossible to recover that data.

Sorry.

Like many users, you appear to have been using Firefox Sync as a backup service, which is not its intended purpose.
