why does my private window have history?
When I open a private browsing window, it auto completes with history from the previous Private window usage (history)

That is quite normal and expected behavior. In PB mode then all session data is kept in memory during a session and post things work the same. Once you close all Private Browsing mode windows then all this data should be discarded. Note that clearing history in PB mode might not work as expected (grayed out), so you need to exit PB mode to be able to clear data from a regular session.

Never happened before for as long as PB has been available. It does NOT clear even after reboot, or after Firefox refresh.
Private window history should not survive a complete Firefox shutdown, and should not be visible in regular windows. How are you launching the private window, or did you set Firefox to use automatic private browsing on the Options page?

That should only be possible if you aren't in private browsing mode.
What indication(s) do you have that you are in private browsing mode?
