Why won't the print window retain print preferences?

So when I use Firefox Developer Edition and I have a page that I want to print, by default the header and footer is preconfigured to print URL and other info. So I go ahead and change it to "blank" on all 3 header fields and all 3 footer fields. It works for that one print or save as PDF, but next time I print the header and footer are reset back to what it was before. I want header and footer to be all blank. Why won't it retain the setting? That's a no go for me to use this browser on a regular basis.

Please advise on how to fix this if you know how. Thank you much in advance.
