Slow scrolling issue again, already tried common fixes

This fixed itself one day after I posted a question last time. Nothing has changed, but now the problem's back.

I've done every fix I can find, and none of them worked last time either anyway. I don't remember all of the solutions I implemented last time, but I did just double check options-->advanced for hardware accel/smooth scroll being disabled. I also retried the config angle, checking for something to be false in mousewheel pixel scrolling (sorry don't remember exactly; forgot while yelling at this site).

Since so far all the changes from last time seem to have stuck, I'm not going to keep hunting for things to double-check.

What else can I do? Going crazy here, having to waste hours on this *again* for no discernible reason. I do love Firefox and appreciate having a free browser, but this one little issue is wreaking havoc with my sanity. Never had Firefox problems I couldn't Google to solve before this. :-/

Didn't check this last time--it does seem to be present in Chrome and Internet Explorer, but not as drastically so. My mouse settings haven't changed; I checked. But I guess this does indicate it's not really a Firefox problem.

Weirdly, I wasn't noticing it in Open Office or MS Word this morning (when the Firefox issue started), but now I'm seeing it there, too. No idea why suddenly all this nonsense. I guess time to go ask Microsoft. Sigh.
