Zoom (ctrl-++) disabled until I select menu::zoom::ctrl-++

The zoom function, ctrl-++, does nothing unless I first select menu::zoom::ctrl-++. After that I can zoom in and out at will. It would be more useful if: 1. I did not need to go to the menu activate zoom 2. Zoom remembered its previous setting
Is there a way to achieve such niceties?
