A: Yes! But do you need more than Windows Defender, the software that comes free with Windows 10? That's a matter of opinion.

Background

A VPN adds a step to your internet connection. Instead of your requests coming directly out of your router, the VPN software sends through an encrypted tunnel to a distant server where your requests come out of their router. This provides more privacy about your location, and if a site has geographic restrictions on access or content, coming from a different router may affect whether you can use it.

But otherwise, nothing changes. If you go to a dangerous site, it's still a dangerous site. If you download a sketchy file, that isn't any different, either.
