I've disabled Add-ons Manager by GPO. (60.0 (64-bit) ESR) but when I go to https://addons.mozilla.org I can install everything what I want. So what is the purpose blocking Add-ons Manager when I can install untrusted add-ons without problem using WWW.

You need to block installing addons, not just the add-ons manager.

That's in the Extensions policy.
