The top sites section doesn't show all the sites when the browser is snapped to half screen size.

I'm using Firefox 66.0.3 (64-bit) on Windows 10, and when I snap the Firefox browser window to one half of the screen, the top sites section does not show all sites.

On Ubuntu, when I do the same thing, the top sites all show.

I suspect it might have to do with the monitor size, as my Windows machine has a Full HD monitor, and the laptop with Ubuntu has a sub-FHD resolution monitor.

The fact that when I resize the window to a point where it's less (or more) than 960px wide, the rest of the top sites start to show, seems to confirm this.
