can not download flash player to firefox

just started my first try with puppy linux 5.3.1, installed firefox aurora and the first problem was I tried to open interactive weather map and I was told I need latest version of flash. I clicked the link, went to adobe page, selected .tar.gz for linux and clicked download. A window popped up telling me " firefox doesn't know how to open address because protocol (apt) isn't associated with any program. does this sound like a firefox , linux , or adobe issue? what program should help firefox open the address?

tried both options, 1. same outcome 2. told me to check my internet connection which was online and working fine
