Bookmarks Toolbar not visible at startup

When I start Firefox 12.0, the Bookmarks Toolbar is not displayed, even though the option is selected from the View > Toolbars > Bookmarks Toolbar is selected. When I unselect that option, then reselect it, the toolbars show up. When I close the browser, the Bookmarks Toolbar is missing again.

Any thoughts? This worked fine in 3.x
