Why does the Apply Update button appear stuck or not do anything?

I was looking to upgrade my Firefox. I had upgrade to v3.6 and noticed that under About Firefox there was a button to Apply Update. I tried it but didn't notice any action. I tried to do a clean uninstall (deleting the profiles folder). Today, I upgraded to v4. The Apply Update button still appears here too.

Mainly the button still remains. So I don't know if I'm applying updates or not.
