How can I block websites from opening a new tab and show ads, this is not the same as popup blocker

Some websites want to open a new tab on my browser so they can run their ads to me. Windows calls this active scripting as it could be disabled. This is not the same a popup blocking, this is a new tab opening just for their advertising

MalwareBytes did not find the code doing this in my netbook. It did find a few other ad-ware things that it killed, but this new tab thing keeps happening.
