I no longer see the "Options" box or the Notifications Bar on my Incoming Messages for Remote content

The Notifications Bar seems to be missing from the top of an email message that is being shown below the list of messages. So there is no "Options" box where it is usually shown, on the Notifications Bar, so that I can manage Remote Content in the message being shown.

What is selected in View > Message body as > ... ? If you don't check ✔ Original HTML there won't be any notification bar and no Preferences button neither.
