Thunderbird can't access the MacOS Contacts app - MacOS Ventura (13.2.1)

I found this problem while clean installing / setting up TB on a new Macbook Air (M2, 2022).

Installation and setup of mail accounts works fine, but when I open Windows -> Address Book I don't see the macOS Address Book content. And when I go to the MacOS System Settings -> Privacy & Security -> Contacts I do not see the option to 'allow' Thunderbird to access contacts. Which explains why I can't access that MacOS Contacts from TB, but isn't terribly helpful .....

I tried doing a second clean install (created new system account and did it there) and had the same problem.

On the other hand I have TB running on an older iMac (Retina 5k, 27", 2017), also currently running Ventura (13.2.1) and do not have the problem there. And when I go to MacOS System Settings -> Privacy & Security -> Contacts I see and entry for TB with a toggle set to give it access to Contacts.

But with the iMac I installed TB back in 2017 or 2018 ..... and so it was installed under an earlier version of MacOS (perhaps High Sierra or Mojave ...)

My guess is that something has changed in how Thunderbird 'negotiates' access to the Calendar app - but I don't know if that's a TB or a MacOS issue ..... and most importantly don't how to fix it???
