Maybe look at the StartPage setting for the Homepage policy.

This is already set. In the Genral you can still select the startup Open previous windows and tabs and the option is not greyed out. In the Home Setting the setting are greyed out due to the GPO setting

What is the value for browser.startup.page when you go to about:config?

Is it locked?

Do you set Startpage to homepage-locked?

It looks like this just might be a bug where the checkbox isn't disabled even though it's lovked?
