Saved files pick a random folder to save files to

I have Firefox set to ask me whether to open or save a file, and then when saving to ask me where to save every time. I have noticed that Firefox tends to remember what folder I last saved something in from a specific site (aka, when I download something from dafont.com, it remembers that I saved previous downloads in the "Free fonts" folder and automatically loads that folder). That's convenient and I like this feature.

However, sometimes I need to save to lots of different folders from a site. (For example, if I download images from a stock image site, I want to save the image in the project folder of whichever project I'm working on.) The problem is that Firefox spits out a random folder I may have saved to before, with no rhyme or reason, even if I have just recently saved a bunch of files to one specific folder. For example, I am downloading ten images to save to Project Folder A. Downloading the first image brings up Project Folder B. I navigate to Project Folder A and save. I download the second image and it brings up Project Folder C. I navigate to Project Folder A and save. I download the second image and it brings up Project Folder D. Etc. etc.

Sometimes it does remember the current folder I'm using, but then it will randomly switch in the middle, which is incredibly annoying because I might not notice the switch and then later I can't find what I downloaded, only to eventually find it in a completely unrelated folder. (So for example, I download the first image to Project Folder A. I download the second image, and it brings up Project Folder A. I download the third and fourth images and it brings up Project Folder A. I download the fifth image and it brings up Project Folder E. I save without noticing, or I navigate back to Project Folder A.)

Is there a way to set Firefox to remember download locations for some sites, but to default to the last used for others? Or do I need to just turn the feature off entirely? And if so, how do I do that? (From googling, it does seem other people have had this problem, in 2012 and in 2017. Both were told to update to the latest version of Firefox, which is not helpful for me in 2022, or to modify the Boolean rules for the config setting browser.download.lastDir.savePerSite. I have no idea how to modify a Boolean rule.)
