Sync not working between two computers

I'm trying to sync my bookmarks, passwords etc between two devices, one HP running on Win7 and one Lenovo running on Win10, and they are not sharing data. I can see both devices on my account, and I can send tabs between the two browsers. Additionally, the sync works between the HP laptop and my iphone.

Any suggestions?
