can't drag url to bookmarks bar

Just installed FF53 on a new win10 desktop. FF won't let me drag a url from the location bar to the Bookmarks toolbar - I get the 'not allowed' symbol. The bookmarks side bar shows various sites under the bookmarks toolbar heading. None of these appear in the bookmarks toolbar under the location bar and I also can't drag anything from the sidebar to the toolbar. Works fine on my win7 desktop Any ideas?
