I can download exe files to the Firefox download folder, but I cannot run run and install them.

I downloaded http://fpdownload.macromedia.com/pub/flashplayer/latest/help/install_flash_player.exe to the Firefox download folder. When I open the folder and hover over the saved downloaded file, the curser appears as a hand, as expected, but clicking it does nothing.
