You can click the New Tab (+) button on the Tab bar to open a new tab.
The Tab bar is now a regular toolbar and shows the default toolbar context menu if you right click empty space.
If you right-click a specific tab then you only get a context menu for that tab and there is no longer a menu item to open a new tab.

You can open the Customize window and drag the New Tab button that shows as a plus sign (+) from the Tab bar on another toolbar and it will become a regular toolbar New Tab button.
