Pages saved as "Complete, web pages" fail to open off-line.

While browsing a site, I save a page through File > Save page as > Web page, complete; in Documents folder. Later on if I click on the file in the documents folder, the page takes quite a long time to load and loads only partially. Major portions of the page are not displayed, it is almost blank, except a few menu items only. My OS is Windows 7 and browser is FF 8.0.1. What is wrong?
