Firefox 2.0.0.20 is the last ever version of Firefox for Win98 / SE / ME.
Get it from here:
ftp://ftp.mozilla.org/pub/firefox/releases/2.0.0.20/win32/en-US/

Be advised that version is grossly out of date, and is missing all security fixes that Mozilla has made to the newer versions of Firefox since 12/2008.
