When I try to use the add-on manager it just calls up the add-on url, cannot call up the add-on manager

When I try to use the add-on manager (tools>add-ons) Firefox automatically loads the add-on url screen and not the add-on manager. Cannot get to the add-on manager. What's going on? Using Windows XP.
