What is the default sync operation in Firefox sync like?

Okay this is a simple as it gets. Assume two computers with sync enabled, A and B. The question here is: exactly what does sync try to do? Which one of the following is valid?

(a) sync tries to keep both A and B having the exact same information, by utilizing the firefox sync servers as the intermediate proxy. That is, when A is (for example) updated with new bookmarks, this information flows to the master server. If B turns on and firefox is run, it "sees" that it is not "current" and gets data from the master server.

(b) sync tries to keep one of the computers as the "master". The other machines operate by being sync'ed to that master, via the firefox sync servers.

Which one is true, (a) or (b)?
