Can't start/open , Message "Already running -not responding". Is not running!! Must restart computer and then start Firefox

Running Windows Vista with Firefox3.6.13. Frequently when starting the browser I receive a message "Firefox is already running but not responding. Close first before starting the browser" or something to that effect. The firefox is NOT running. I have to restart the computer before I can start the browswe.
